Emergency Rapid Re-Housing Assistance Program

In partnership with the New Jersey Department of Corrections (NJDOC) NJLEAD initiative, Education & Health Centers of America, Inc. (EHCA) seeks to expand and enhance access to pre-release housing-related case management, housing navigation services, and discharge planning, as well as post-release transitional housing support services, for incarcerated persons.

Education & Health Centers of America, Inc.’s (EHCA) Emergency Rapid Re-Housing Assistance Program (ERRA), provides reentry case management and emergency housing navigation services to incarcerated persons (IP’s), with a focus on the first 90 days after release and/or transition to community supervision from a state or county institution. The ERRA Program currently services the Newark, New Jersey, Metro Area, consisting of Essex, Morris, Hudson, and Union counties.

ERRA program participants are connected with emergency, temporary, rapid re-housing assistance and navigation services, with the goal of obtaining sustainable, permanent housing upon release from custody, in order to strengthen and increase successful reintegration opportunities for returning citizens in the Newark Metro Area.

The Harbor

The Harbor is a 149 bed Assessment and Treatment Center. The Harbor provides housing and treatment services to New Jersey Department of Corrections (NJDOC) male incarcerated persons in a safe and secure environment. The Harbor offers a comprehensive residential program, consisting of evidence-based treatment, education, and life skills training for individuals who want to work hard and are willing to learn from the wisdom and experiences of their prosocial peers and the program staff. NJDOC Residents who have met their treatment goals are referred to appropriate work release programs while at The Harbor, based upon the decisions of the NJDOC Classification Committee.

Tully House

Tully House is a 144 bed residential community release program (RCRP). Tully House provides housing, treatment, and work release services to New Jersey Department of Corrections (NJDOC) male incarcerated persons in a safe and secure environment.  The program at Tully House focuses on evidence-based treatment, substance use disorder treatment, including intensive outpatient program (IOP) treatment, life­ skills training, vocational and educational opportunities, and work release. Residents are referred to Tully House by the NJDOC Classification Committee upon completion of the Incarcerated Person’s successful Assessment Center stay.
