Tully House

Tully House is a 144 bed residential community release program, providing housing, treatment, and work release services to New Jersey Department of Corrections (NJDOC) male incarcerated persons in a safe and secure environment. The program at Tully House focuses on substance use disorder treatment, including intensive outpatient (IOP) treatment, life skills training, and work release. Residents are referred to Tully House by the NJDOC Classification Committee upon completion of the Resident’s Assessment Center stay.
The Tully House program structure consists of multiple phases, ranging from the Orientation Phase to Phase III – Work Release. Residents advance in the three-phase program based upon prosocial program participation, treatment plan goal achievement, program behavior, infractions, learned information and insight.
 
Residents assigned to Tully House consent to participate in all aspects of the program. Residents are expected to attend any required groups or clinical activity appointments in the facility, adhere to employment schedules/shifts, adhere to school schedules (outside of the facility), be on time, maintain a daily notebook/journal, and most importantly treat themselves, peers, and all staff with respect.

Residents admitted into Tully House are referred by the New Jersey Department of Corrections (NJDOC). Admission into the program is objective and impartial. Tully House does not discriminate on the basis of disability, handicap, race, color, creed, religion, national origin, sex, gender identification or expression, affectional or sexual orientation, veteran status, or political views. Education & Health Centers of America, Inc. (EHCA) prioritizes equality in the provision of all services.
 
It is Tully House’s policy to treat all program participants with dignity and respect. Tully House has a zero-tolerance policy related to sexual misconduct, in accordance with the Federal Prison Rape Elimination Act (PREA).

Family and friends of Residents have the ability to contact Residents in the facility through a ViaPath/GTL account. In order to create an account, family and friends can call 1-800-483-8314. Letters via mail may be sent and received at any time. 

Family and friends who wish to visit a Resident, must be listed and approved on the Resident’s Visit Card. Visit sessions must be scheduled. Visits are scheduled and approved one week in advance. Residents are responsible for making visit session appointments with clinical staff. Visit sessions are available Sunday through Saturday.
Visits are held from 2:00 pm to 3:00 pm. Visitors must register/check-in at the facility prior to participating in the visit sessions. Visitor registration is held from 1:30 pm to 2:00 pm on scheduled visit days.

Family Services Program sessions are held weekly on Tuesdays from 6:30 pm to 8:00 pm. Family Services participants must pre-register for Family Services sessions.

Family Services participants must also be approved to visit the facility. Family Services visitors must check-in at the facility prior to each session, between 6:30 pm and 6:45 pm on the day of the scheduled session.

During Family Services sessions, didactic groups are held for adult family members, while children participate in play therapy with their fathers (Residents).

In accordance with PL 2019, Chapter 288, the Dignity for Incarcerated Primary Caretaker Parents Act, specialized visits 6 days per week, for up to three hours, will be offered to incarcerated primary caretaker parents that apply and are approved as incarcerated primary caretakers for their children.

Incarcerated Primary Caretaker Parent is defined as any incarcerated person who has a child under the age of 18, who prior to the incarcerated person’s incarceration.

Spent the majority of days in the care of the incarcerated person, and whose access to that child has not been terminated by court order, the incarcerated person’s own request, or other circumstance.
