Admission Criteria for
The Harbor:
Per NJDOC criteria and classification to community release:
- Full Minimum Status
- Within 30 Months of Release Date
- Positive Psychological Evaluation in Previous Six-Months
- Medically Cleared for Community Release in Previous Six-Months
- Positive Record of Institutional Adjustment
- No Indictable Warrants or Detainers
Residents admitted into The Harbor are referred by the New Jersey Department of Corrections (NJDOC). Admission into the program is objective and impartial. The Harbor does not discriminate on the basis of disability, handicap, race, color, creed, religion, national origin, sex, gender identification or expression, affectional or sexual orientation, veteran status, or political views. Education and Health Centers of America, Inc. (EHCA) prioritizes equality in the provision of all services.
It is The Harbor’s policy to treat all program participants with dignity and respect. The Harbor has a zero-tolerance policy related to sexual misconduct, in accordance with the Federal Prison Rape Elimination Act (PREA).

In accordance with PL 2019, Chapter 288, the Dignity for Incarcerated Primary Caretaker Parents Act, specialized visits 6 days per week, for up to three hours, will be offered to incarcerated primary caretaker parents that apply and are approved as incarcerated primary caretakers for their children.
Incarcerated Primary Caretaker Parent is defined as any incarcerated person who has a child under the age of 18, who prior to the incarcerated person’s incarceration.
Spent the majority of days in the care of the incarcerated person, and whose access to that child has not been terminated by court order, the incarcerated person’s own request, or other circumstance.
